EU and euro are in an institutional crisis, which is visible by the debt crisis. The EU can not remain, it can only forward or backward. "Back" would mean a de facto role of the European integration process. An "advance" but can not enter without reservations transfers of national sovereignty to the EU. Following the idea of peace and European integration after the fall of the Iron Curtain, we need a new European project, but can not be brought to the well-trodden paths of the government and bureaucrats. The EU has a democratic legitimacy problem. The EC and the EU was an elite project. The United States of Europe must be a project of civil societies.
